People forget about the first naval attack on 02 August and simply concentrate on the second attack that occurred on 04 August 1964.
The second naval attack is the controversial one...it may have been a "radar" malfunction aboard the destroyer USS Turner Joy.
The 02 August 1964 event was an actual sea battle fought between naval units of the North Viet Navy and the US Navy in the Tonkin Gulf. The 04 August 1964 event, quite possibly was a radar malfunction referred to as "Tonkin Ghosts" (ghost images). Even though the guns of the US destroyers opened fire in the Gulf, there quite possibly wasn't anyone there (no real North Vietnamese Navy units). But the actual "Resolution" was passed based upon this 04 August event.
Another words, IF the resolution had been passed based upon the 02 August actual naval battle in the Tonkin Gulf; there would've been no controversy.
Because many many people don't (and didn't then) know about the actual battles that occurred in the Tonkin Gulf in August 1964.
People just didn't bother to study it or find out about it. They were told one thing, then another, and didn't know what to believe.
That makes controversy.
It wasn't a declaration of war, it was however a statement of political resolve and an "excuse" to introduce combat troops into South Vietnam.
