There is a bolt in the center of the tensioner (silver). Turn it counterclockwise to loosen it, and then turn the tab with the hex hole in it to the left as well. You'll need a hex-key for this second step.

A WEP Hex Key is a security code. It is often used with routers so that others are not able to use your Wi-Fi.

Try pulling on the steering wheel one way or the other while you turn the key.
It should use a 17mm (I think 11/16" will work, too) hex key. If you haven't got one of those, you can take one of the strut to control arm mounting bolts and back up the two nuts (one from each bolt) snug against each other on the bolt. Put the head of the bolt into the hex opening and to loosen it, turn the inside nut counter-clockwise. To tighten it later, just turn the outside nut clockwise.
You will need a hex key to remove the brake caliper on an '05 Navigator. There will be two bolts that need to be taken off with the hex key.
