The "X-Y-Z Affair," in which the French foreign minister demanded a bribe before he received America's ambassador, infuriated the American populace, and Adams instructed Congress to vote funds for more Navy ships. However American privateers caused huge losses to the French merchant fleet, and soon France received the American ambassador and signed a peace treaty. Signing the treaty infuriated Sect of Treasury Alexander Hamilton's followers, and their opposition caused Adams to lose his re-election bid to Thomas Jefferson.
