Judges do not make law, they set precedent. The Legislature forms and passes statutes. Once someone is taken to court in violation of a statute, the Judge interpret the law and sets precedent for how the law should be interpreted in the future by equal courts within that district.
Common law refers to law developed by judges through decisions of courts that are called precedent. Roman law, or civil law, differs from common law in that it is based solely on a legal code instead of precedent.

Establishment of a law means it is codified into statute after the bill creating it is passed through the legislature. The legislative branch (house of representatives and senate) passes laws. The judicial branch (court system- judges) will interpret a law if it is challenged or made an issue of by an attorney. In essence the judicial branch determines what the law means and how to apply the law based on how they believe the legislature meant it to be used. As laws are interpreted, case law is made where a judge issues an opinion applying to the particular factual scenario at issue and gives their opinion on how it applies, its limitations, any prong tests to determine whether the law applies to facts, etc. In short, interpreted law is law that judges have had an opportunity to opine on how it works and what it means.
The purpose of legal research whether national or international is basically to find or: 1) Ascertain the meaning of the law as judges interpreted it 2) ascertain whether it is still a good law or bad law needing improvement 3) history of legislation of the law 4) reasons why is it successful or why is it not successfully applied.
