If you don't bleed the brakes after having disconnected a brake line, you'll have air trapped in the system. Air is compressible(acts like a spring), brake fluid isn't. With air in the system, it's like having a fluffy pillow between your foot and the brake lever. Braking will be weak and kinda delayed.
