Cracked boot is most commonly found in these older bikes. An air leak between the carb and the combustion chamber of any kind will produce what you describe as it is being starved for fuel and flood with air. A simple way to confirm or disprove this is to spray a solution on the boot to see the effect of the solution entering the combustion chamber with the leaking air. A safe solution would be water but I always use starting fluid and small controlled burst and listen for the engine to rev.

You have a blown fuse. The most likely cause is the choke is defective. i don't think it has anything to do with a fuse . i think your choke is out of adjustment possibley a week spring in the choke causing the choke to open to quickly . your carb may also need a rebuild if its a rochester they are not to hard to do . lots of info on the web . alot of bad info as well . The choke works in conjunction with the oil pressure sending unit. Check a wiring schematic and you can trace it out. Replace the oil pressure sending unit.

This sounds to me like one of the sensors could be giving you a problem. The areas I would look at are the throttle cable, and check the sensor connections one may be loose, with the choke light coming on that would point to the throttle cable or the idle.
