It could be flooded. If an injector or needle/seat is leaking slightly, the fuel residual fuel pressure in the fuel line will leak out after you turn off the engine. In a carburated engine, the fuel will flood the carburater and flow down the intake, in an injected engine, the results will be much the same. The fuel will eventually evaporate out and not cause a problem and the engine will start, but for the first couple hours it may be too much fuel for the cylinders and just flood the engine. That's one possibility. The other possibility is that there is an electronic component that gets hot and as long as the engine is running the component is getting enough air across it so that it will run properly, but when you turn off the engine the component continues to build heat and fails when you try to start the engine. Electronic components can be extremely heat sensitive, especially when they're ready to fail completely.
There are several reasons why a Crown Victoria will not start. One reason could be a dead battery. Another reason is that the spark plugs and plug wires may need to be changed.

What makes you so sure it's wires? Any loose ground related to the cranking system can cause it, faulty spark plug wires will also do it.
Have you checked the coil to start with ?
Do you mean right after you start it ? When the engines cold ?
is it just blaring and wont stop or it wont let you start the vehicle?
I had the same problem in an old Chevrolet, and it turned out to be a short in the battery. Check it out.
Check for fuel, do you here a hum from the fuel tank, and check for spark.
Start with a complete tune up including spark plug wires.
