I've had a similar problem on my 98 prelude. The vtec was very hesitant to engauge but there was no pattern it was just engaging whenever it felt like it. lol. It turned out to be the oil level in the motor was very low. Still haven't found the leak, but changed the timing belt recently and replaced the seals and topped off the oil level and it hasn't given me any problems since. If the oil level/pressure is low, it could affect the vtec engauging. Maybe it's your vtec solenoid?
