it is your bearings or "hubs" that happened to mine my Jeep would shake so bad i had to stop then i replaced both and it was gone.....You can get them on eBay for like $50 don't buy them from the store it will cost like $150
A 1998 Jeep Cherokee has disc brakes in the front.
A 2000 Jeep Cherokee would have rear drum brakes.
The grand Cherokee does have four wheel disc brakes. The wrangler and Cherokee have rear drum brakes.
It was an option
My '96 Cherokee Sport does, so I bet a '98 does.

Drums
There are disc brakes front and back on the Cherokee. EDIT: Cherokees (XJ) have Drum Brakes in the back. Disc in the front i don't know if you were referring to the new Grand Cherokees .. Those have All Disc. Hope it helps. (i own a 88 Cherokee XJ)

On the axles, just before the hub and brakes.
If the rear brakes are drum brakes remove the wheel slide the drum off and check brake lining if brake lining is good then at the bottom of the brake assembly turn the adjuster wheel out. Check by putting drum on and spinning the drum until it spin 1 to 1 1/2 times around. If the car has rear disc brakes check brake pads probably needs to be replaced
