Not sure about 95 saturns. However, an engine, with central fuel injection, may have an idle control solenoid or an idle control motor. A faulty idle control can cause the rpms to flucuate and may be corrected with a cleaning and lubriation or may have to be replaced at a cost of approximately $75.00 for the part. The reason I say this is because the excelerator mechanism is not in contact with the idle control when driving.
