Measuring oil pressure at the top of the block such as is common on many V8 Chevys will give large shifts in pressure readings when going from cold to hot and from idle to cruising speed. But 10 psi is still too low even hot and at idle. Could be there is too much clearance in the bearings, or maybe when the block was prepared for rebuilding the small soft plug that goes in the vertical passage at the back of the block was removed for cleaning and not replaced. The engine might be running rough when the oil pressure gets too low to pump up the hydraulic lifters. Actually gm says 10psi per 1000rpm is accpetable.My guess would be the oil pump.I have seen aftermarket high pressure/high volume oil pumps do this lots.No concerns
