I think that switches with bad grounds can burn up like that.
There is a switch on top of the steering column dead center. You must have accidently turned it on. It's a parking light.
Yes. There is a switch that is located under the dash. When you press on the brake it should make the light go out. If it doesn't, the switch probably needs to be replaced. You can see the switch if you look up to toward the top of the brake's arm. You can remove it by turning it a quarter turn and pulling back and then unplugging it. I had the same problem and replacing the switch solved it.
Check it On top of the brake pedal there is the shaft that connects the brake pedal to the brake switch. There could be of two problems with your tail lights being constantly on. 1: The spacer between the the brake pedal switch and the shaft of the brake pedal is broke ( The brake pedal switch which is bout the size of a cork has a tip at the end that moves in out of the switch easily.) This broken spacer will cost about a buck at your local auto store. Easy to fix. This is mostly likely the case... if that doesn t work 2: The switch need to be replaced. Fairly easy for the do-it yourselfer, will cost around $25 for the switch. Save you alot of money and time if you check for yourself these two steps in ascending order. Hope it helps.
Check fuses and bulbs first - either could be breaking the circuit and casuing the problem. See sources and related links below for bulb informtion. The brake switch is usually up underneith the dash near/connected to the brake pedal.
More than likely the brake light switch is defective or out of adjustment.
Check your brake light switch located above the brake pedal. Check to make sure that the brake pedal rests against the switch. When the brake pedal is depressed than the lights should turn on, but when you let go of it, it should return up and meet with the switch.

I have run into the same thing with this kind of car. On the steering column at the top they have a switch that will turn the running lights on or turn them off. check the switch you may have hit it and turn it on.

I checked the fuse checked the bulbs, even replaced them all with no luck. but I did find what was wrong. The tail lights are all on one harness that connect the sockets to each other. I replaced that harness and the brake lights worked again. You can go to a junk yard and take the harness out of another subaru of that year and model and you shouldn't have any problems after that I replaced the one on the passenger side because it seemed to be the main one. There should be a switch on top of your steering column that turns on/off the "Parking Lights". Check to see if that is your problem. The switch should show red on the front of it if the lights are on.
