Low Power Steering fluid in the reservoir, bad power steeing pump or bad rack and pinion, hope for the first but if its low, fix the leak. That noise is normally caused when air gets into the power steering fluid requiring "bleeding" of the system .
Its normally fairly easy to do basically you jack the front wheels off the ground
have a friend turn the steering to full lock and hold it there while you open the bleeding nipple .
have some tubing connected to the nipple to collect the fluid, it does come out with a bit of pressure. clear tubing is good so that you can see the air bubbles and when they have stopped .
keep topping up the fluid reservoir as you bleed it off otherwise air will get in again.
the engine needs to be running to pump the fluid while you are carrying out the bleeding operation.
the exact method may be in the workshop manual for your particular vehicle
It may be the Idler pulley. I used to have a 96 Breeze with a 2.0L 4cyl that made a whining noise. I thought something might be seriously wrong, but then i discovered it was just the Idler pulley making noise. I changed it-- no more noise.
how to change the reservoir of a power steering on breeze 1998
NO, it's all electric.
have the front swaybar links replaced
I have a 96 Plymouth breeze-- to get to the flasher, you have to take the steering column cover off. major pain in the butt.
Perhaps power steering pump needs repair or replacement
The 98 Plymouth breeze has a spring loaded belt tensioner. There is no adjustment, if the belt is loose then the tensioner must be changed.
passenger side near firewall down low
behind the steering wheel
BACK BY WINDSHIELD IN MIDDLE OF ENGINE COMPARTMENT
Check if there is adequate power steering fluid in the reservoir, also check for leaks.
Open the hood and look see.
