The problem could stem from anything so you would be best served taking the car to a mechanic so that they can look at the vehicle.
Possibly a bad wheel bearing.

Whistling at low speeds tends to indicate worn wheel bearings.
Have that tire checked it may be out of balance or have broken steel belts, also check the wheel bearings and suspension bushings.
