I have seen on another site that there is a recall on 1996-98 Voyagers that the clock spring in the steering causes this. One person said lifetime warranty, other have said only to 36,000 miles. You should contact the nearest dealer with your VIN # to confirm and verify the recall coverage.

Take your car to any Plymouth dealer and it will be fixed for free. Call them first so they will have the clock spring in stock.
