If it affects both headlights, it sounds like you have a wiring problem such as a bad ground wire (rusty connection causing high resistance in the circuit) or possibly or partially broken wire where most of the strands are broken possibly from being pinched or rubbing against something. It could also be melted or burnt contacts in the 'light switch" in the steering column. If it's just a problem with 1 headlamp, check the bulb and bulb socket for condition, i.e, burnt, corroded or melted contacts or a bad ground wire.
