There was a recall for this problem on the early Windstars.
The upper cowl panel did not seal out the weather very well, and the motors were getting wet and frying.

There are several things that can cause your windshield wipers not to work. The most common cause is a malfunctioning windshield wiper motor.

It could only be either a fuse, the switch/or wiring, or the motor burned up. I would check the fuse 1st.
Either the motor has burned out, or you have blown a fuse. Check the fuse box first. The owners manual will have a diagram for your fuse box.
