Sounds to me like you have a 97 Pontiac Grand Prix or similar model. There is a design flaw in the wiper arm 'cam' I think it's called. I had mine fixed three times by two different mechanics but the design flaw persisted. Always happened in the winter with ice or snow on the windshield. Fed up, I rigged it myself by running a wire from the wiper fuse to a toggle switch and back to the fuse box. When the wipers go down hit the switch and kill the power is the idea. If you try it though be sure not to bypass the fuse....
Sounds like your problem is in the windshield wiper motor. Replacing it should fix your problem. The park switch is shorted internally.

Most likely it's the motor assembly. There is an internal switch that keeps the motor running until the wiper blades are in the "park" position. If the internal switch fails, the wiper will continue to run or will turn off wherever the blades are when you turn off the wipers. Either can happen when the wiper internal switch fails.
that switch does not exist. It simply is activated when you spray your windshield washer fluid onto the windshield. Your headlight switch has to be on. I know your lights are always on, however the wipers for your headlights will only activated if the headlight switch is in the on position.

The wiper motor has a switch inside of it. When they are turned off and the wipers go to the down position it trips the switch in the motor that tells the computer they are in the down position. If that switch in the motor is faulty, the wipers are repositioning until the switch is tripped to the off position. THE FIX.... Replace the wiper motor.
remove the wipers, turn on wiper switch, turn off switch, reinstall wipers @ bottom position torque nuts enough to secure the arm. turn on switch readjust as needed.
you need to remove the blades,turn on the wiper motor let it go through the circulation then turn off the switch , this is to make sure the wiper motor was in correct position when they were installed then put them back on and try it again

Yes you can. I did it to my 91 s10 however you wont have control over your wiper speed since its only a two position switch on/off. I have a 3 position switch on/off/on one for slow and one for high however I have not tried this out yet.

The windshield wiper relay switch can be found on the firewall in the engine compartment. The windshield wiper relay switch will be on the passenger side of the firewall.
Becuase I think the question has to do with the electrical switch on the steering colum and not the wiper blades themselves. My thoughts would be along the lines of a worn switch on the arm comming off the colum, a wire inside the colum broken or a dirty contact inside the arm itself. It really has NOTHING to do with the wiper blades being "stretched". That just doesn't make any sense.
