Beginning in 1567, King Philip II sought to ensure that Catholicism would prevail in the Low Lands.At that time that was the only name the Netherlands had. Philip II sent to the Low Lands a new, and firmer governor-general, the Duke of Alva. To help his new governor, the king also sent 20,000 troops. The duke then tried to suppress all non-Catholics and political dissidents. Duke Alva was responsible for creating the Council of Troubles to deal with the enemies of Spain and Catholicism.
