Mussolini became Prime Minister of Italy in1922
It appears that Mussolini first took over Italy in 1922. At the least, that is the year in which he was appointed to be Prime Minister after threatening to overturn the government.

He became Prime Minister of Italy in October 1922 In Jan 1925 he announced that he was going to set up a Fascist Dictatorship. Over the course of the year he slowly took the country closer and closer to dictatorship, however it wasn't until Jan 1926 that he started ruling by decree (making him an official dictator)

First Mussolini worked successfully in the Socialist party, but had a schism regarding WWI (he wanted intervention) and started the Fascist party in 1914.

Presenting a third way, apart from anti-nationalistic revolutionary communism and right-wing conservatism, he got even international support.

Mussolini was in the parliament from 1921.

His party made the demonstrational "March on Rome" and got into power, appointed as prime minister by the king in 1922, leading a coalition of parties where the fascists were in minority. For some years there was political turmoil and some of his followers wanted to get rid of the opposition.

Between 1925 and 1927 Mussolini gradually created a police state and laws were changed, so he became a "president", only responsible to the king.

Elections had ceased in 1925 and all other parties were outlawed in 1928.

So Italy was governed in dictatorship by the fascists only from 1928, with Mussolini as Il Duce.

Mussolini was in favour of a kind of national socialism to restore grandeur, patriotism, "Italian culture" and create a "Roman empire". But he strongly opposed and ridiculed Hitler for his Nazi racism ("is there a German race?"). Italy helped the Spanish fascists in the Civil war as the socialist side had been attacking the Catholic Church, which the former anti-religious Mussolini had restored political relations with. Only just before WWII Mussolini started to collaborate with Hitler (the Pact of Steel) in the Axis, and declared opposition to the anti-nationalist Comintern pact (for abolition of states through communist revolution).

The Germans supported Mussolini in the Italian wars and even after his dismissal from power and arrested in 1943, and he was rescued and installed as a leader for an Axis pocket in northern Italy when much of the country was being invaded by the allies.
