Whats up with this 2004 Chevy tracker four wheel drive shifter moves but the four wheel drive doe not engage and the light keeps flashing 4wd?

It could be a problem with the front hub vacuum system not pulling a complete vacuum. I have a 2000, and while researching another issue I learned that there is a vacuum pump behind the bumper to lock-in the front wheels.
