No, the first Muslims ensured that Islam as a religion should be equal and fair, in fact, the Prophet Muhammad (Pbuh) enshrined rights for Christians in the Achitname of Muhammad.

Other religions were allowed to flourish within Islam, that is not to say that discrimination did not happen, but as a religious rule, other religions were to be tolerated, what happened was that the conservative 'scholars' began to think that it is bad for Islam if people were exposed to other religions etc because it would allow people to move away which is a grave sin (obviously) but also causes biddah which is innovation, this led to them persecuting other religions, not to the extent of pre-Enlightenment Europe but on a considerable note.

So the answer to your question is no, Islam as a religion has never been or will be discriminatory in that manner, what you see in the world, these so called Muslim countries e.g. Arabia, Iran are not following any part of Islam in their crackdown on non-muslims, in fact, it is quite clear within Islam that there is to be no compulsion within religion.
