No other country allows legal immigrants to vote?
The U.S. Constitution states that eligibility to vote in a federal election requires U.S. citizenship through birth or the completion of the naturalization process. Specific requirements for state elections need to be verified through state and/or local voter registration offices
After being sworn in as citizens.

Immigrants were not allowed to vote because they were not American citizens. In order to be able to legally vote, you need to be a citizen either naturally or by passing the naturalization test.
No. To vote a person must be a citizen.
13% of the US Population are immigrants. If 13% of those voting were immigrants, 1,724,000 voted. I do not know if immigrants are more or less likely vote than most people. Any figure you see will have to be a guess, since immigrants do not have to reveal this fact when they vote.

Any person can vote immigrants or not as long as they are over 18 and a citizen. They have to be registered to vote as well. People can vote early if they register to have a ballot mailed to them and some states have early voting. No one is identified as a immigrant only as a citizen.
They aren't. you must be a citisen.
No immigrants were encouraged to vote in large numbers. To be able to vote they must have citizenship and be registered to vote. When a person goes to a polling place they have to sign in under their name and are checked for identification. The idea that there are people illegally voting has no merit nor is there any proof of it happening.
