The person needs to have permanent resident status. Marrying a US citizen does not automatically give you citizenship or different visa status. The requirements are having been a legal permanent resident for five years. Or being a legal permanent resident and married to a US citizen for three years. The person can then apply for US citizenship.
Yes you can apply for visa. Your spouse will have to file a I-130 form.

Good luck.
you can apply for citizenship after three years of living in the us. the years do not have to be consecutive.
Only if you have have a child with your spouse. See the related link below for more information.
If you're living in the US and you are a US citizen, you can apply for a CR-1/IR-1 spouse visa. That will allow your spouse to live in the US permanently (at least as long as they're married to you). After three years, assuming you stay married, they can apply for naturalization and become a US citizen. If you are not a US citizen but are living in the US on a permanent resident visa ("Green card"), you can still apply for a spouse visa, but it will be an F class instead. It will take longer to get approval for it because those are lower priority than those for US citizens. If you are not a US citizen and you are also not on a permanent resident visa (you don't have a "green card"), then nothing happens. You'd have to find a way to stay legally or run the risk of deportation if/when your temporary visa ends.

he has to apply in the country of which he is a citizen: eg: a German citizen living in Denmark must apply at the German consolate to obtain a Visa
You have to apply for a US visa prior to departure for any purpose of travel.
Currently, Belgium is under the list of countries that are eligible for Visa Waiver program in the US. So a Belgian citizen need not apply for a visa to enter the US.
If you are just going to visit him in the US, all you need is a visit visa (tourist visa) but if you are planning on making your home permanently there with him, he needs to apply for a K-3 spousal visa for you.
Marrying a US citizen does not automatically make the other person a citizen. Spouses of US citizens can and do get deported everyday. Send him back home and apply for him while he is not in the U.S.
Absolutely yes - no problem.
he will stay American citizen....he has to apply to become a Canadian citizen or his wife has to apply for him and will have to tell the court that she has married him
No- that is considered bigamy.

If you are married to a US citizen but your tourist visa is expired and you lost your I-94, you should immediately apply for a new visa or return to your country. Your I-94 is filed electronically, and you can get a new copy from the Department of Homeland Security. If you don't take action yourself, you may end up being deported and not allowed to return.
