No record of any such order exists, and there may never have been a single order. ... The view that the Holocaust started with a 'big bang', a 'smoking gun' of an order and so on may be incorrect. The indications are that Nazi policy on the Jews crystallized in September-November, 1941.

Answer:

At the Wannsee Conference of January 20, 1942, Hitler gave the order that European Jewry was to die at the hands of the Nazis. See the attached Related Link.

Never. The genocide was top secret and the public was told that the Jews were being 'resettled in Eastern Europe', and that they would lead a a better life there.

ADDING: Yeah, Hitler was only open about discrimination against Jews and forcing them out of Germany or what would be the new expanded German territory. But for the actual genocide, that was not discovered until the end of the war when Allied forces liberated the camps. Until then, it was believed the primarly purpose of the camps were sort of like P.O.W. and slave labor camps, not literally death camps.
