First off all the tribes from around northern Spain, all of France and all of the British Isles (Great Britain and Ireland) were Celts essentially so in that sense no they didn't invade everywhere, it was too cold and rainy in Scotland and the Romans couldn't be bothered going there because few at the time knew Ireland was inhabited.
