In 1969, although there are a few 1969 Bugs running around with swing arm suspension--Volkswagen bought big piles of parts and made cars with them until they ran out, and they didn't necessarily run out of parts and out of model year at the same time.

solid is one piece, and when one tire goes up, the other must go down, and independent is each individual tire is its own piece/section, and contrary to solid suspension, any of the tires can go up and down, without one having to go up if one is down. I hope that makes sense.

Not really. There's no hinge for it, and no place for the suspension to go. You'd basically have to cut the bike apart to create the hinge to allow the suspension to move, and then you'd have to build the attachment points for the suspension. It's really not worth the huge effort it'd take.

Weak or worn out rear suspension components such as springs can cause unwanted camber settings. Perhaps a problem with the front caused the tire wear that became visible when fires were rotated . It is quite possible to have the correct camber settings but because of a faulty suspension the alignment specifications become irrelevant.

Town cars have an air suspension system. There are air bags on the rear axle instead of springs. There are a lot of things that can go wrong: Leaks in the bags or lines. Pump not working. Fuses blown. Google "check air suspension". You can also buy a conversion kit that replaces it all with springs designed just for that. I paid $115 on eBay and am glad to be done with the air suspension.
