When you you're not able to get onto the internet.
You can try tracerouting to an IP like Google's DNS server (8.8.8.8), and find out where the connection is stopping.
If it's stopping at your home router, then it's a problem with your connection to your ISP, if it's stopping further on than that, then it's a routing problem with the ISP or the ISP's service provider.
Basically, it's used for network troubleshooting.
