I don't quite grasp your question. Your system will not because the water level is below the skimmer throat. If the pump can not get water it will not function. You run the risk of burning up the motor and destroying the pump if it has a plastic housing. Treating the water with chemicals will only work for about a few days without the circulation to distribute those chemicals. It takes the combination of the chems. and circulation to do the job.
