When two atoms are covalently bonded, the more elctronegative atom drags the shaired pair of electron towards itself, thus making the bond polar. The higher the polarity, the higher would be the reactivity of the molecule.

A polar covalent bond is one in which the electrons are not shared equally. This results in the more electronegative atom developing a partial negative charge, and the less electronegative atom developing a partial positive charge.

Electronegativity is used to determine the type of bond as shown above.

To determine percent ionic character uses this formula:

EN represents Electronegativity

You need an electronegativity table.

% Ionic character= ( Large EN - Small EN ) ÷ Large EN

Bond is nonpolar if % Ionic character = ( 0-5%)

Bond is polar covalent if % Ionic character = ( >5 % <50 )

Bond is ionic if % Ionic character = (% > 50 ) (Ionic are not polar)

Electronegativity measures the attraction an atom has for the pair of electrons forming the bond.

If one atom has a larger electronegativity than the other atom such that % Ionic character is greater than 5% but less than 50% , the pair of bonding electrons will be attracted closer to the atom with the larger electronegativity. Since electrons have a negative charge, that end of the molecule will have a partial negative charge, and the opposite end will have a partial positive charge. Like poles of a magnet, but +,- not N,S.

The sulfur dioxide molecule has is bent with the S atom on top of 2 O atoms, so the top of the molecule has a partial positive, and the bottom end will have a partial negative charge positive

Ammonia molecule has the N atom on top of 3 H atoms, so the top of the molecule has a partial negative charge, and the bottom end will have a partial positive charge

Oh, of course! Or else they wouldn't be bonds at all! The polarity of a bond is how well or what it will bond with and how long it will taking for the bond to, well... bond with the other thing(s).
