In general you just look at the pads/shoes. many pads are designed to warn you with a squeak. remember your rotors/drums may need turning and yep, ouch, replacing sometimes. youd need a caliper to figure that out.
look for significant scoring or glazing to know if they need turning, or if you feel a pulsing when you brake they may be warped.
I'd say if you have 1/4 or less of o.g. pad replce while you got wheels off.
many shops do freebrake inspections or 20 dollar brake inspections.
I change mine when they stop working well and/or are squeaking. There are other parts that interact with the brakes, so you don't want to wait long when you are advised to change the brakes. Get a second opinion, but expect to do as they recommend.

There is no magic number as to how often you should change your brakes. Brakes will wear down differently depending on the make of the brake and they will start squeaking so you know that you need to change it.
