Underneath the air filter intake (plastic) shroud which needs to be removed for convenient access.
the starter is under the intake manifold which has to be removed to get to the starter
You wont like it, but it is located in transmission. Transmission has to be lowered or removed to access.
Either the battery has a dead cell and needs replacing or something is pulling power from the battery when the engine is off. I had a problem with my 1986 Cadillac DeVille where the power antenna was stuck and the motor would run all night trying to lower the antenna. To resolve the problem I just removed the fuse for the power antenna motor.
Because of a bad input shaft seal. Replacing this requires that the transmission be removed from the vehicle.
Surprise! There isn't one! There is a plug on the side of the Transmission pan. The transmission is full when fluid starts draining from the removed plug.
Get a manual from DISCOUNTAUTOREPAIRMANUALS.COM and get an answer to both questions. They are about $9

Just take the old one off and put a new one on in the same place. The '99 Cadillac Seville pump is in the fuel tank, so the tank must be removed and a special tool used to remove the lock ring. there should be a access hatch in the trunk under the carpet or under back seat
Replacing the water pump for that vehicle is 16.0 labour hours. Engine and transmission need to be removed.
The oil fill is on the drivers side of the engine. There is no transmission dip stick, because it is a sealed transmission. There is a fill plug on the side of the transmission that if removed and transmission fluid leaks out, the level is fine.
just so you know everything has to be taken off the front end of a 96' DeVille to remove the transmission, includind the fenders.
