AnswerTradition says that many of the psalms were written by King David, in the tenth century BCE. In fact, Psalm 59 is said to have been written while David hid in his house, from the trops that Saul sent to kill him.

However, scholars say that the psalms are a literary genre that did not exist in the time attributed to David. They say that the psalms were really written during and after the Babylonian Exile, over a period of two or three centuries. In fact verse 5 is somewhat inconsistent with the story of David being pursued through Jerusalem by Saul. In the King James Bible, it asks God to punish the heathen, a prayer that is clearly out of place in the circumstances. The New International Version translates the verse as asking God to punish all the nations - an equally inappropriate plea in the circumstances.

On this evidence, Psalm 59 was probably written around 600 BCE to 300 BCE, by an anonymous author.
