The final state to ratify it was Rhode Island on May 29, 1790, so you could also consider that a valid answer to the question.
The Constitution was ratified June 21, 1788, when the ninth State, New Hampshire, voted 57-47 to accept the new government. The Constitution specifically provided for adoption upon ratification of nine of the thirteen states, although the framers hoped for (and eventually received) unanimous support.
The federal government became operational on March 4, 1789.
