to be honest if you ain't mechanically minded i would take it to a garage to be done as it ain't a 5min job and if you don't get it right it will cost you your engine.
to be honest i wouldn't have thought you would have to change it for quite a while yet if its an 09 model as a genuine scooby belt should do 40 thousand miles atleast if not more.
It would be best to change the timing belt at or before 100k miles.

It all depends on where you go, I would suggest going to the dealer. It may cost a few more dollars, but the timing is hard to get right on subarus. If I had to guess I would say around $700

It would be Under the Headlight Housing Near the Inset of the Headlight And you would just snap it out by putting your finger near the edge of it and snap it out of place.
