had a 95 with same problem at 1/2 tank and was fuel filter/pump assembly in gas tank. (filter was plugged)
I don't have answer but have same problem with my 1994 Dodge ram 250 van. I just don't let gas get that low.
Yes. If it is at rest to start with, it will remain at rest until an external force acts on it. Likewise, an object starting in motion will remain in that same motion until an external force acts on it.

I'm not sure what you mean by acts like it is running out of gas....a car runs fine until it runs out of gas...at which point it stops and won't start again until you put gas in. There is no difference in the way it acts on the first or last drop.
