If the noise sounds like a banging sound it could be that you have a worn timing chain. Note: 22re's have timing chains not belts. You should have the noise checked-out by an experienced Toyota mechanic.

I believe that the noise you hear may be cause by the lining of the wheel well having broken loose. Some of the plastic bolts that hold my wheel well liner on were knocked loose whenever I drove through to large of a puddle. The plastic lining flaps when I drive between 60 - 70, or if it is really windy.
