That depends on your definition of "Best" and depends on how clean and easy you like your cave experience to be.
If you want to visit a cave but aren't big on the whole "physical exertion of any kind" thing, you might like Fantastic Caverns in southern Missouri near Springfield; the cave is paved ... I don't mean "paved" as in "they've leveled out what amounts to a sidewalk through it," I mean "they've made an actual road and you ride in a cart behind a Jeep."
Most commercial caves, or "guided tour" caves in National Parks, have the "sidewalk" or at least "gravel path" variety of paving; they also commonly have permanent lighting installed. There are at least a couple of State Parks (Maquoketa in Iowa comes to mind) where the caves are just there, pretty much as they've been for thousands of years, and you can freely wander into them and get lost on your own, which might appeal to some people (the ones in Maquoketa are all probably parts of a much larger cave system that collapsed, and none of them are big enough to really get seriously "lost" in, but if you want to see what a natural cave looks like ... or at least what a natural cave with thousands of people tramping through it for years looks like ... they're not bad).
The best shield in my opinion for the fight caves would be the DFS but if your going cheap then def the granite shield all the way

Almost all caves were formed by the actions of water. It dissolves the rock and and forms the caverns and spectacular views.
