the headlight adjustment screws on a 1987-1993 Ford Mustang are behind the headlights in the engine compartment.
there is a radiator core support directly behind the headlights, between the headlamp and the core support is where the adjustment screws will be found. They are very small (4MM) hex head adjusters.

If the light needs to go up tighten the top screw, if it has to go down loosen it. You may need to use some pressure with your hand when loosening it. If it has to go inward you would loosen the outside screws if it has to go the other way tighten it.
