There are no timing marks to use with a strobe light & engine timing is not adjustable.
The engine ECU automatically controls timing of the engine via a camshaft sensor, a crank angle sensor, a throttle position sensor, a coolant temp sensor and many others.
If your vehicle is not running well or obtaining poor petrol mileage, obtain a good workshop manual and by process of elimination work out the problem. The 1994 850 has a OBDI error system which can highlight sensor or ignition system errors. The workshop manual you obtain should tell you how to read any flashing codes.

The Volvo 850 does not have a non-interference engine. This means that if the timing belt breaks, then serious internal engine damage will inevitably occur.
Probably a blown head gasket.
