A 2WD Tahoe does not have torsion adjustment bolts, it uses front coil springs and not torsion bars.

The torsion bars on a 1999 4x4 Chevy Suburban are adjusted by turning the adjustment bolts. They allow the vehicle to be moved up or down as needed.
follow the tbars toward the rear of the truck. you will see that they go into a set of "keys" located in the crossmember. the adjustment screws are those screws that go up into the crossmember and hit the tbar keys.
You must crank the bolts on the torsion bar clockwise to lift the vehicle
You can adjust the camshaft on your 1997 Mazda 626 with the camshaft adjustment bolts. You can access the camshaft adjustment bolts by removing the cylinder heads.
Turn the adjusting bolts.
jack up front end, drop both bolts out of the torsion keys, knock both bars out then put new keys in
Crawl under the truck. Look at the torsion bars (if you can't find the torsion bars, just take it to a shop and have them do it). The torsion bars will have a bolt at each end; take those bolts out. You might want to have the frame held up with jackstands when you do that, I'm not entirely sure how much the torsion bars are involved in keeping the truck from falling on your face (probably a lot).

There is normally a bolt that adjusts tension or pre-load on a Chrysler product Torsion bar and many General Motors Pick up Trucks. MAny onthe torsion bar system use a bolt retainer system. With out more info I can not be more precice.
Jack up the front end. Take out the huge bolts on either side of the truck underneigh both doors. Using a hammer tap the torsion bar of out the torsion bar key. Put the torsion bar into the key, tighten the big bolt to the exact height as it was installed previously.I highly recommend getting a full alignment afterwords.
Could be that the TR sensor (Transmission Range sensor) is out of adjustment. You can adjust the sensor, by loosening the attachment bolts to the tyranny, and adjust the manual shift cable and re tighten bolts and tighten adjustment cable to proper torque.
