It depends on which speed signal you are trying to access, and where in the comunication network you are trying to read it from. There is more than one speed signal circuit on the vehicle. The vehicle dynamics system, if equipped, includes the ABS, traction assist, and suspension stabilizing has 4 speed sensors, one at each wheel. Each speed sensor has 2 wires back to the control module. Here are the wire colors: left front- TN/OG and TN/BK , right front -YE/RD and YE/BK, left rear- LG/RD and LG/BK, right rear- RD/PK and PK/BK. The speedometer doesn't have a speed senor wire at all. The speedometer is a computer module that receives it's data over a shared data network. Also the cruise control is the same way, and variable assist Power Steering control module, the lighting control module, and others all share this information over a network signal wire that is GY/BK in color. The PCM (main computer) is the module that broadcasts speed information over the network to other computers on the vehicle that might need that information. The PCM gets it's information from two speed sensors located on the transmission. One is called the Turbine Shaft Speed Sensor(TSS), the wire colors are GY/RD and DG/WH, and the other is called the Output Shaft Speed Sensor(OSS), the wire colors are GY/RD and DB/YE. The pin numbers to the PCM are as follows: VSS network signal output-PIN 37, the OSS signal input -PIN 3, and the TSS signal input -PIN 15. On the vehicle dynamics/ABS module the speed sensor inputs are LF- PINS 20 and 21, RF-PINS 4 and 5, LR- PINS 22 and 23, and RR- PINS 1 and 3.

How do you remove the governor on a 98 ford Crown Victoria?

The 1998 Ford Crown Victoria does not have a "governor" The computer has a rev limiter / speed cap that keeps the RPM's below the critical velocity for the drive shaft. This prevents the drive shaft from flying apart.

Top speed for a crown Victoria police interceptor?

Top speed for a Crown Victoria police interceptor is 140MPH. This is not because it is all that the car is capable of, it's because it's governed by the vehicles computer and will stop accelerating once it hits the top speed listed on the speedometer of 140MPH.
