On my 1994/1995 Previa, the 30 amp fusible link located in the lower left corner in the center of th glare shield (the top pop-up cover on the top of the dashboard ) blew when in a heavy rainstorm. I had just turned the washer/wiper switch from LO to HI/ When the fusible link fuse was replaced, the windshiejd wipers worked on the OFF/INT/LO positions, and blew again when switched to HI. I replaced the fuse and put a xection of rubber tubing below the switch so I can not get to the HI position. Now I an looking for a front wiper washer switch. .
If one takes a look at the schematics of a 1994 Oldsmobile silhouette minivan, one can see a fuse block, washer switch, and windshield wiper. There are also the power input, washer control, motor ground, and circuit board.

The rear wiper sometimes stop in cycle. Try turning on the switch and then gently move the arm slowing to trigger the motor.
under the cowl, remove wiper arm assembly, remove cowl, remove windshield washer resvior (sp) and you will find it
Either the park switch (usually within the windshield wiper motor) is bad, not letting the wiper park, or the intermittent wiper control is bad, not letting it shut off. Another possibility is a bad ground.
I am wondering the same thing in 1994 safari van, have only wipers on high, i've unplugged the plug at the wiper motor & checked for power, only have power to wipers on high, now is the switch in the column with the signals,
There's no single replacable relay, power is fed through the switch and the electronics are inside the motor cover.

If I had to guess, the windshield wiper switch in the car is bad. It think it's located somewhere among the wire harnesses underneath the dash.
