If the idler pulley is frozen, it is high time to replace the timing belt and the idler. And while that job is being done, consider replacing the water pump and thermostat.

The idler pulley or tensioner pulley?
If your car has a serpentine belt it will have a tensioner pulley. A tensioner pulley is easy to spot. All of your bolt on accessories i.e. water pump, alternator, a/c compressor etc. will have a pulley to run each one. There will be 2 other types of pulleys, a idler pulley and a tensioner. The idler pulley will be a single stationary pulley with a bolt going through the middle and the tensioner pulley will be on a spring loaded piviot.
If an idler pulley is broken, I would advise not to drive it anywhere. It would effect the power steering, water pump, alternator and coolant fan causing you to get stuck on the road and possibly cost many more $$ in damage.
There should be a sticker under the hood on the radiator support that shows proper belt routing. Alo check belt tensioner for weakness and idler pulley bearings for wear. They go bad very often. The belt goes over the alt,under the idler pulley,over the a.c. comp,under the crank pulley,on the inside of water pump, and around tensioner pulley. Did you look at the alternator bearings?Take the belt off and spin the alteranator to see if the bearings are bad.
The water pump and timing components should be replaced at intervals specified by manufacturer and you may replace just the idler pulley.
Not trying to be a smart a&^ but if you do not know that it is called a "Water Pump", you probably don't need to try and replace the belt. But basically you loosen whatever the belt is driving in addition to the Water Pump. Alternator, A/C compressor, Or P/S Pump. This will loosen the belt and allow you to replace it. Tighten the device you loosened until you have about 1/4" deflection at mid-point of the new belt. If you have one a serpentine belt with an idler pulley, then it is under tension by means of a spring loaded idler. Remove tension from the idler pulley and then remove the belt. Reverse to replace the belt. Tension is automatically adjusted. Check the condition of the idler once the belt is removed. Noisy, or rough turning idler should be replaced. Pay close attention the the routing of the belt. Take a digital photo if necessary.
