Some can be. Poms come in different shapes and sizes - although they are often quite similar. So you may come across a black one that is bigger than a brown one but somewhere else a brown one will be bigger than a black one.

Pomeranians are fluffy do to the 2nd coat. Poms have a corse undercoat whcich they keep year round and a softer overcoat which they shed in the summer. They have these to coats because they come from Green Land where it is extremely cold during the winter and a second coat is necessary for survival.
Believe it or not, Pomeranians come from Pomerania, a now "extinct" country in Europe. Long ago, they were all the rage, and one of the Queen Elizabeth's was the first to own one. Pomerania no longer exists, but I'm almost sure that it is around Poland.
