O2 sensors or Air/Fuel sensors are found threaded into the exhaust system. Sensor 1 is located before (upstream) the catalytic converter while sensor 2 is located after (downstream) the catalytic converter.

Most of the parts for old classic Beetles are still easy to find and relatively inexpensive.
Either because the linkage is broken or the gear inside the transmission is broken. Have a garage check it out and see what they can find.
