If you're homeless, you pretty much have to do the best you can. Public areas such as latrines in bus stations or train stations are usefule for this. Also, there are a few shelters available, although the shelters provide a unting ground for predators, and so many homeless folks prefer to avoid them. Pretty much any legally accessable latrine is a good place for this.

Depending on the places they live and what facilities are available, when homeless people are not in shelters or using a charitable facility, they use bathrooms of gas stations, bus stations, public parks that have facilities, get a bite to eat and use the restaurant's rest room, and if all else fails, bushes, alleys, and behind buildings. Most groups of homeless that congregate share information and know the places that will allow them.
