Where do you mean, in the USA, the world, or what? If you're referring to the states, that all depends where the population is highest, and that doesn't matter where the "dairy states" are, either. This can be in New York, Wisconsin, California, etc. In the world, Switzerland, France and the Netherlands are known for making lots of cheese, so there's probably a lot of cheese-eaters there too.

Most certainly. Rats have been known to eat almost anything, from "people" cheese to cardboard. There have been instances of rats eating their own feces to survive. Rats can eat cheese that people eat, but people shouldn't eat cheese that rats eat unless it's safe.
