Yes! The motor says its 12.5 hp but that's b.s it's the exact same thing as an 11hp Briggs and Stratton, cept they have a different style carb

Too much engine oil could be the problem.
You may have clogged jet in the carb, or in the small fuel filter. Check everything from the tank down to carb, and if necessary take carb apart.
The float valve is probably stuck open.

There are two bolts holding it on to the block. You may have to remove some shrouds to get to it.
It is fuel related and depends on the model as that HP could either be a diaphragm carb (and that would be it) or a float carb (and a dirty jet is likely the culprit.
