On your first visit to Puerto Rico, you get some fur from a fence at the the ranch of the goat herder's brother (star on the right side of the map). This goes back to Mews for testing.
On your second visit, the herder is trying to trap the chupacabra. His brother suggests that you herd the three spotted goats near Snaggletooth Rock (center star). When all three are in the grass circle, leave the Jeep and meet with the goat herder, who has set a trap with a crate and chains.

After you take the fur from the fence back to Mews, come back to Puerto Rico and steer the jeep to corral 3 spotted goats at Snaggletooth Rock (the center star on the map). Once you have 3 in the center, get out of the jeep there and go to meet the farmer.
